This rifle is a rare variation that served on both sides of Eastern Front in WWI.   It was manufactured at Tula in 1915 and was subsequently captured by Germany or it's allies.  It was then fitted with a Mauser style nosecap that would accept a German bayonet.  For the best information available on this and other bayonet adaptions see WWI Bayonet Adaptations of Captured Model 1891 Three-Line-Rifles by John P. Sheehan at Mosin Nagant Dot Net.

The serial number on the buttplate matches the barrel which ties the stock to the action.  The buttplate is also marked "P over 21" which is most likely a German unit marking.
